Dear Mr. Atwood,

I am writing this letter to express my appreciation for Mr. Jim Roy of FDC, Inc.  Mr. Roy was the FDC project manager for the Security Operations Center (SOC) at Camp Navajo.  In this capacity, Mr. Roy did an outstanding job for Camp Navajo.

The SOC is a relatively small building; however, it encompasses many items that make it a complicated undertaking.  There are many systems in this small space, requiring close coordination and control of the various skills involved.  Adding to this is the finish we elected in many areas, exposed masonry with concealed utilities.  This required that most of these "system" be installed within the masonry walls, creating a greater need for planning and coordination.

I commend you for your choice of project managers for this important undertaking for Camp Navajo.  As with all construction projects with which I have been associated with, we had some "glitches" that needed to be worked out.  Mr. Roy handled all these issues as the true professional he is; with tact and understanding.  His demeanor and behavior was always above reproach and never confrontational.  He always worked toward obtaining a satisfactory solution first rather than fixing blame.  His behavior and professionalism contributed toward the timely and satisfactory completion of the SOC.  I also need to say that the troubles FDC has with one of the major sub-contractors (electrical) was transparent to me until Mr. Roy informed me of the situation toward the end of the project.

My goal was that the designer, contractor, and owner work together to provide a facility that is functional, easily maintained, provides a pleasant working environment for the people assigned there, and makes a statement to visitors to the Camp.  Mr. Roy was an excellent team member who worked hard toward these same goals.

Please express to Mr. Roy the thanks and appreciation of myself and the Camp Navajo personnel who are benefiting from Mr. Roy's efforts.  I look forward to working with FDC and Mr. Roy in the future should the situation allow such an effort.

Under often times adverse weather conditions during the early days of construction, your crews, and in particular Mr. Babcock, were cognizant of and responsive to the needs of the Government.

I look forward to the possibility of doing business with your firm again at some point in the future as it appears that construction activity at Camp Navajo is going to continue.

As the Air Force project manager for subject construction, I have been impressed by the performance of this contractor and as the project winds down I wish to take this opportunity to record my appreciation.  The willingness of the company to respond to Air Force requirements has contributed significantly to keeping Minuteman II deactivation on schedule.

Of particular note has been the performance of their project superintendent, Mr David Babcock.  His cheerful attitude and intelligent assessment and resolution of difficult situations as they arose were of immense help in producing quality work under sometimes adverse conditions.

Please convey my thanks for the job well done.
